Notice - New Application Software
Barrow County now utilizes Tyler Energov for their new Citizen Self Service Portal software for Planning & Community Development applications, which allows citizens to submit applications online and keep track of their approval process.

Development Permits
⇨ Step 1 - Applicant submits land disturbance permit to Planning & Development
- Application will need to be submitted using Barrow County Citizen Self Service Portal: Here
⇨ Step 2 - Planning Department sends plans out to appropriate departments
- Turnaround time is approximately 2-4 weeks per submittal and can vary based on the workload of each department.
- Status and comments from each department will be available on your portal. Please reframe from submitting questions and/or resubmittals until all comments have been received from all departments listed on your portal.
⇨ Step 3 - Applicant addresses all comments and Development Permit meeting is scheduled
- All approvals must be in the system before a meeting can be scheduled.
- Development Permit meetings will take place on Thursday mornings.
Grading Permits
To request issuance of a grading permit, GSWCC approval and environmental health/sewer approval is required.
Land Disturbance Submittals
- Be sure to review the Land Disturbance Checklist.
- Effective April 1, 2024: In an effort to streamline the plan review process, LDP Land Disturbance Permit submittals & resubmittals will now ONLY be accepted on Tuesdays from 8:30 a.m. - 4 p.m.
- GSWCC initial submittal is to be shipped directly to the GSWCC office along with any resubmittals. GSWCC will mail the approved plans directly to our office.
- We recommend that ONE CONTACT be named as the official person to receive comments for their Land Disturbance Application. The contact's email should be listed under the 'Contacts' tab when submitting your application via the Barrow County Citizen Self Service Portal
- Digital plans must be submitted with initial Land Disturbance Application/Plans and with final submittal of plans prior to development meeting.
- Plans can be submitted under the 'Attachments' tab in the portal.
- All fees must be paid with submittal. An invoice will be issued once fees have been confirmed.
- You will receive an email notification once the invoice is available to be paid.
- Fees are based on disturbed acreage, as well as acreage of the entire property.
- The review process WILL NOT begin until the CORRECT FEES have been PAID.
- GIS must approve all street names prior to scheduling of development meeting.
- GIS must approve addresses before approval of final plat.
- Street addresses can be applied for via Barrow County Citizen Self Service Portal
- Project name must be approved prior to submittal.
- Project names can be applied for via Barrow County Citizen Self Service Portal
- The address can not be the same as the project name.
- Changing project names once the application has been submitted is NOT PERMITTED.
- Phases of the project must be determined at the initial Land Disturbance submittal.
- If not established at the initial submittal, phasing is NOT PERMITTED.
- The Fire Marshal's Office and the Water/Sewer Department plans must be submitted directly to each office

- Development Permit meetings DO NOT take place until ALL written approvals from the appropriate departments have been documented in our system.
Final Plat
- Final Plat Subdivision
- Once a development is ready for a Final Plat, an official notice must be sent via email, an online application to Barrow County Citizen Self Service Portal, along with 2 paper copies and the as built.
- Each department will verify the status of completion prior to approval of the final plat.
- The covenant information must be recorded and filed. In the Final Plat official notice email, include the Deed Book and Page number of the recording.
- All departments must give their final approval before the Final Plat is approved.
- All Maintenance Bonds / Letters of Credit must be approved prior to approval of the Final Plat.
- GIS must approve the addresses before the Final Plat is approved.
