Gov. Kemp signs SB 331; Barrow County Airport comes under Barrow County umbrella

News Posted on May 14, 2025

Gov. Brian Kemp on Wednesday signed SB 331, which allows for all the assets, obligations and responsibilities of the Barrow County Airport Authority to move under the umbrella of Barrow County Government.

“I would like to offer my sincere thanks and gratitude to Gov. Kemp and the entire Barrow County legislative delegation. Their leadership on this important legislation cannot be understated,” said Pat Graham, Barrow County Chairman.

A joint Airport Authority for the City of Winder and Barrow County was approved through legislation on March 25, 1958. An amendment to this legislation established the Barrow County Airport Authority on March 28, 1986, ending Winder’s control of the authority, including airport operations and all liabilities.

As Barrow County takes ownership of the airport, Stoney Bangert, a former pilot with extensive project management experience, has been hired as the Airport Manager.

“Stoney’s extensive experience – both in the air and on the ground – will be an invaluable asset as the Barrow County Airport is shaped for the future,” said Srikanth Yamala, County Manager. “Barrow County is committed to investing and supporting this vital community resource, which will only enhance economic opportunities in the county.”

Bangert previously served as Operations Manager for RAC Properties in Athens, and served in the US Navy for 27 years, where he retired as a Naval Officer with extensive experience as a pilot and other aviation-related specialties. He holds a Bachelor’s in Business Administration from the University of North Florida and a Master of Business Administration from the Naval Post Graduate School.
