Barrow County service delivery strategy approved by DCA

News Posted on January 31, 2025

Barrow County and the municipalities of Auburn, Bethlehem, Braselton, Carl, Statham and Winder learned Friday that the county-wide Service Delivery Strategy (SDS) adopted by the county and municipalities was given approval by the Georgia Department of Community Affairs (DCA).

The SDS “appears to meet all applicable requirements,” according to a memo issued by DCA. The Service Delivery Strategy is a critical framework that outlines how local government services are provided, ensuring efficiency, and promoting cooperation between cities and the county.

“I would like to personally thank Winder Mayor Jimmy Terrell for his good faith effort in crafting this plan for the benefit of every citizen in Barrow County,” said Pat Graham, Barrow County Chairman. “This has been a long road, and I appreciate the leadership from every municipality in Barrow County, all of whom kept efficient government services at the forefront of these negotiations.”

The SDS agreement was created following several years of negotiations, which concluded in September. The strategy was formally adopted later in the fall.

The memo issued by DCA announcing the SDS’s compliance with state standards was sent Friday, Jan. 31.
