Evans joins Barrow County as Animal Control Director

Cecily Evans has been hired as Barrow County’s new Animal Control Director.

“Cecily’s 20 years of combined experience in animal welfare, public safety management and community engagement will be a tremendous asset to Barrow County,” said Srikanth Yamala, Barrow County Manager. “In addition to genuine compassion for animals, she has the mindset and leadership skills to strengthen relationships with our community partners and volunteers.”

Evans began her career as an animal caretaker at Athens-Clarke County (ACC) Animal Services while attending the University of Georgia. After graduation, she served as Animal Control Officer and later as Hospital Administrator for a busy veterinary practice in Nederland, Colorado. She currently serves as director of a full-service drug testing laboratory at ACC.

“I am honored to return to animal control, and I am eager to work with the Barrow community and volunteers,” Evans said. “I take passion in my work and professionalism, and my empathy for animals along with public safety is top priority.”

Evans holds a bachelor’s degree in anthropology from the University of Georgia. She is a POST General Instructor and Certified Field Training Officer and has developed and delivered training programs to law enforcement professionals across Georgia.

Evans will begin her role November 24.
