Mission Statement - Operations Development Manager

The role of the Operations Development Manager is to develop, implement, thoroughly plan and finalize projects according to the goals and objectives of the Chairman of the Board of Commissioners and to oversee Purchasing activities for the County.

The Purchasing Department’s role is to facilitate the procurement of quality goods and services for Barrow County at competitive pricing; to promote the use of effective and innovative methods in procuring goods and services; to actively participate in supporting the needs of a growing County government; and to conduct all activities with the highest level of professional ethics and integrity.

The department has two full time employees; Purchasing Agents who provide services from 8:00 a.m. to 5:00 p.m. five days per week. Offices are located on the second floor of the Barrow County Administration Annex at 233 East Broad Street, Winder, GA 30680.
