The role of the Planning Department is to carry out the duties delegated to the department with efficiency, integrity and skill so that the citizens of Barrow County enjoy a physical environment of highest quality in which to live, work and play. As the chart to the left (Number of Lots Per Year) indicates the Planning Department has faced significant growth since 2002. An increase in the number of lots created or guided by the Barrow County codes has seen an increase of 51 percent., with the largest growth occurring in 2003. Also, in 2003 Barrow County administered 97 Cases associated with new or changing developments, however in 2005 130 cases passed through the department. This represents an increase of 34 percent.

During the 2005 year activities associated with the Planning Department that were of significant importance to the Barrow Community include:

  • Began Comprehensive Land Use Plan and Comprehensive Transportation Plan
  • Began Highway Corridor Overlay process for 124 and 211
  • Administered the new Unified Development Code and made amendments
  • Stormwater regulations for watershed protection, water quality, and improved runoff
  • A tree ordinance to replace the removed canopy associated with new development
  • Design requirements for lots i.e. slopes, retaining walls, and set backs
  • Improved customer service
  • Established quality staff current in their knowledge of relevant federal, state and local laws to work with public, developers and other departments.
  • Participation in the Georgia Local Planning Association
  • Participation in the Atlanta Regional Commission i.e. Envision 6
  • Activities for 2006 include:
  • Complete Comprehensive Plan and Transportation Plan, which provides a layout for a build out plan to guide growth, infrastructure and development for the next ten years.
  • Continue to administer the additional requirements of the Unified Development Code. With additional and more complicated codes, additional staff must be added to effectively and in a timely manner administer the UDC.
  • Continue to develop staff through training and added responsibilities in order to more efficiently serve the public and the development community.
  • Complete other assignments as directed by the Board of Commissioners (ie, impact fees, CIDs, special tax districts) to address the physical burden of growth in a positive manner.
  • Incorporate GIS in planning decision making process through maps and modeling to provide visual and quantitative information to the Public, Planning Commission, Board of Appeals, and Board of Commissioners.
