The mission of the Barrow County Department of Animal Control Services is to promote responsible pet ownership; enforce state and local animal control laws, and to provide a temporary shelter for stray, unwanted and homeless animals.

General Information

The Barrow County Department of Animal Control is responsible for the enforcement of the Animal Control Ordinance. The department:

  • responds to stray and nuisance animal complaints from citizens;
  • investigates complaints regarding animal cruelty, animal bites and rabies exposure;
  • conducts semi-annual rabies Clinics to prevent the spread of the disease in the community;
  • educate the public concerning animal care and welfare issues;
  • responds to calls for shelter and care assistance of animals during local emergencies.

The Animal Shelter is located at 610 Barrow Park Drive in Winder and may be reached by telephone at 770-307-3012 or fax at 770-867-1660. The Department consists of eight (8) full time employees including a Director, Assistant Director and six (6) animal control officers.
